The Application Modernization Engineering Manager at EY will lead a team focused on transforming government and infrastructure through digital engineering. This role involves guiding the modernization of applications by assessing legacy systems and recommending pathways for improvement. The team aims to deliver innovative solutions that enhance public services and operational efficiency. The manager will also ensure the technical quality of deliverables and foster collaboration among engineers.

• Bachelor's degree in computer science, software engineering, information systems, computer engineering or a related field, or equivalent practical experience.
• U.S. citizenship and clearance-eligible: must be able to obtain and maintain a federal security clearance.
• 6–10+ years of software engineering experience, including leading application portfolio assessments and modernization programs.
• Professional software engineering experience in C#/.NET and/or Java, including maintaining or modernizing existing applications.
• Strong SQL skills and experience with relational databases such as Oracle, SQL Server or PostgreSQL.

• Perform targeted technical validation of automated assessment results for assigned applications.
• Read and assess application source code across various programming languages and frameworks.
• Evaluate code quality, maintainability, and technical debt using both tooling and expert review.
• Assess database design and usage across multiple database systems.
• Identify functional overlap and redundant business capabilities across applications.
• Score applications against defined rationalization criteria and recommend a modernization pathway.
• Document findings and supporting evidence in a traceable form suitable for client review.
• Lead the modernization engineering team and coordinate the work of various engineers.
• Own the technical quality and completeness of the rationalization deliverables.
• Serve as the primary technical point of contact for client application and architecture stakeholders.
